Could be based on any of the Dromaeosaurids (aka raptors). In addition to having feathers (some believe to be vividly colored like the Tyrannian Vandagyre), there's also belief now that a few species had decorative headcrests (similar to the modern day cassowary).

It's not entirely impossible that there were more feathered dinosaurs back in the olden days. Maybe even the T-Rex was feathered! But yeah, this is likely an archaeopteryx. Personally I would have liked it if the brown was a bit brighter, like the fifth Gen Pokémon Archen and its evolution Archeop, but eh. Could be worse ^^

it's likely more celosaurain (the group that includes raptors) had some feathers, feathers are pretty common in most theropods

I spoke too fast. It looks like whoever designed this didn't consider the customization parameters, and the legs are too short by a bit, and shifted slightly to the right so that no trousers or shoes work on this color. Frustrating, since it would have been very simple to make this color work with customization. Wigs work fine, shirts and jackets are slightly off but there are tolerable options.
I get that tyrannian and darigan and colors like that are meant to be unconventional, but a tiny bit more consideration would have made this color a lot more viable for users.
